If your current enrollment Priority Group 1s 4, 5, 6, or 7 and you received a Purple Heart Award, you are eligible to be reassigned to Priority Group 3.

VA is in the process of upgrading its computer system to accommodate the Purple Heart enrollment status. If you received a Purple Heart Award, please see the Enclosure for details on informing VA of your award.

Assignment to this new status will be made as soon as the required computer upgrades are completed. You will receive a separate notification when that occurs.

Enrollment Priority Groups Health Care Fact Sheet.
Treatment will be administered in order of group priority.
VA Healthcare Enrollment Priority Groups:
Priority Group 1 Veterans with service-connected disabilities rated 50% or more.
Priority Group 2 Veterans with service-connected disabilities rated 30% or 40%.
Priority Group 3:
A. Veterans who are former POWs.
B. Veterans awarded the Purple Heart.
C. Veterans whose discharge was for a disability that was incurred or aggravated in the line of duty.
D. Veterans with service-connected disabilities rated 10% or 20%.
E. Veterans awarded special eligibility rated classification under Title 38, V.S.C., Section 1151 benefits for individuals disabled by VA Health Care treatment.
Priority Group 4:
A. Veterans who are receiving aid and attendance or housebound benefits.
B. Veterans who have been determined by the VA to be catastrophically disabled.
Priority Group 5:
service-connected veterans and Non-service-connected veterans rated at 0% disability whose annual income and net worth are below the VA established dollar threshold.
Priority Group 6:
A. All other eligible who are not required to agree to make co-payments for their medical care.
B. World War I and Mexican Border War veterans.
C. Veterans receiving care solely for disabilities resulting from exposure to toxic substances, radiation or for disorders associated with service in the Gulf War; or, any illness associated with service in combat in a war after the Gulf War or during a period of hostility after November 11 1998.
D.Compensated 0%service veterans.
Subpriority Group 7:
Subpriority a: noncompensable 0% service connected veterans who pay specified payment.
Subpriority b: all other priority category 7 veterans with income and net worth above the statutory threshold who paid specified co-payment.

This letter is in response to your letter dated May 3, 2002 on behalf of your constituent, Mr. James Raab. This correspondence was forwarded to my office as it is a matter that falls under the jurisdiction of the Department of Veterans Affairs New Jersey Health Care System.
Mr. Raab's eligibility status was reviewed by Ms. Jacqueline Mungin, Supervisor, Eligibility Unit and indicated that although Mr. Raab is a Non- Service Connected (NSC) veteran his annual income is below the NSC Pension level; therefore, he is not required to pay the Department of Veterans Affairs New Jersey Health Care System a co-payment for his outpatient treatment or medication.
Mr. Raab will have a zero (0) co-payment.
Furthermore It is determined by the Medical Care Cost Recovery Program that:
Mr. Raab will have a zero (0) balance.

Veterans Hospital Medical Hoax

Most people I talk to are under the impression that Veterans are taken care of and that the Veterans Hospital is for all Veterans. Most people I talk to think that because I served in Vietnam 1969 1970 during the war that I would be taken care of.
Most people I talk to are shocked by the truth behind that myth. Make no mistake about it unless you are shot during a declared War and have documented proof you are out of luck. Vietnam Conflict was an unsuccessful loop hole. Had the War not dragged on for a decade that trick might have worked? No documentation no connection no help no pension not a veteran in the eyes of the Veterans Administration. Not to mention it was a decade and 35 thousand Vietnam Veteran committed suicide after the war before any veteran was treated for PTSD. Cruel and despicable treatment was all I received. Imagine two hours of PTSD therapy two hours of travailing to get it and come home to a two hundred dollar charge and threats for lack of payments. I was a single parent, supporting two children, disabled, and working a paper rout for income. I was treated liker an animal. But cruelty to animals does not apply to veterans. I just want to set the record straight and perhaps the Iraq veterans will fair better if the truth is known. By the way shot and documented only applies in and during a declared war. I believe the war was declared over some time ago. If you recall “Bush on a Boat” declaring an end and a victory of the Iraq War. Surprise surprise to some returning would-be Veterans. Mark my word when no one is looking they will be cast aside like trash.
